On 3rd March 2015 there was SIA expert group session for monitoring of Primorye executive powers activity standards in providing favorable investment climate in Primorsky region.

There was a set of questions on the agenda.

First to be discussed was the issue of governmental services quality and availability increasing. Rusetskiy Evgeniy Aleksandrovich, the chief of the Department of the Federal Service for State Registration, Cadastral Records and Cartography in Primorsky region, was a spokesman.

According to him, currently there are only 9 active multifunctional centers in Primorye (in Vladivostok, Ussuriisk, Artem, Arsenev, Dalnerechensk, Dalnegorsk, Fokino CATU, and Bolshoi Kamen CATU), which all together receive only 7% of all applications for Russian State Register’s services, which does not satisfy public demands.

E. A. Rusetskiy mentioned that currently Russian State Register in Primorye and a branch of FGBI “FTE Rosreestr” in Primorye, within the framework of the problem are doing a great work for close collaboration arrangement with created in Primorye multifunctional centers (MFCs) in order to increase the level of service delivering availability.

The following question referred to the second chapter of the public expertise for regulatory requirements execution on topic “Formation and annual renewing of a Plan for creation of new investment sites and infrastructure sites in the region”.

Well-known public figure, successful businessman and philanthropist Alexander Vyacheslavovich Monastyirev introduced a set of proposals, development of which an investment portal of Primorye needs. Particularly, Alexander Vyacheslavovich mentioned the necessity of usability changes, taking in consideration a convenient and intuitively understandable interface for investors, and also a project map development.

The third and the fourth issues were regulatory requirements execution on topic 8 “Availability of tools for professional education and retraining for those specializations, which respond to investment strategy of the region and to investors’ demands”, and on topic 13 “Availability of the system of teaching, increasing and estimating the Primorsky region profession-oriented governmental authorities, and specialized organizations for investment attraction staff’s competence in working with investors”.

Magerchuk Elena Mihailovna, the vice-director of the department of labor and employment and social development in Primrsky region, performed as an expert in personnel and trainings.

“The essential tool for detecting the direction of personnel training according to investment strategy of Primorye is interested parties agreement on figures of enrollment for training and following years. In order to do that the Coordination Council for personnel training prediction, and the Department of Education and Science in Primorye, based on manpower balance sheet forecast, confirmed the admission quotas into regional professional educational institutions to be 7935 people”.

The fifth and the final issue was regulatory requirements execution on topic 14 “Entering the representative of energy source consumer into the executive authorities of a Russian Federation region in field of State regulation of tariffs – by Regional Energy Commission (REC), and creation of the REC Collegiate Advisory Body, including representatives of the business community”.

The experts were congratulated and granted at the SIA expert group session.

The congratulations were addressed to Novikova Elena Anatolevna: recently there had been a warrant verified by the president of the Russian Federation Vladimir Vladimirovich Putin for successful leadership of expert group.

Olga Kurilova, the chief of SIA representation in Far East, on behalf of the general director of SIA Nikitin Andrey Sergeevich granted the chairman of the public expert council for investment attraction to Primorskiy region Alexander Monastyirev with special thanks for effective co-operation, high professional performance and responsibility for the formation of favorable investment climate in Primorskiy region.
